Black and white music video of a drum and bass kind of song - what's the band and song name?

In the video the action takes place in the street, the whole band is
singing while people are dancing in the background. The lead singer is
bald and sings mainly the chorus, with a sort of British accent, while
other lyrics are sung by an African-American artist. I can't rememeber
any of the lyrics. Does anyone know a band+video that would fit the
description?
